How would left-of-center libertarianism work?

I get the whole bit about not filling prisons with non-violent pot smokers. How would a libertarian government help the most vulnerable be cared for? Would there be a basic safety net for people who fell between the cracks? How would a libertarian government protect the poor from the tyranny of the rich? How would infrastructure and the environment be protected and maintained?
