95 Nissan Quest... Fuel pump stopped working?

We have tested the relay circuit with a light bulb tester and it does not light up on 1 and 3... but if we put one in 1 and ground the other with metal or on 3 and ground, it lights. The other relay circuits light up on 1 and 3??? Is it my circuit or is it the PCM ground circuit.....how do i fix this??
